A recent surge in fundamentalist terrorism, ethnic strife, and guerrilla insurgencies has led some to argue that the violence that characterizes the post-Cold War era reflects new imbalances in global and domestic economies, market changes in the availability of weapons, and the expansion of transnational markets for blood diamonds and oil to fund insurgencies.
