One of the requirements of the Individuals with Disabilities Education Act (IDEA) mandates that students with disabilities are educated with their nondisabled peers in the LRE as much as possible. However, the FAPE (Free Appropriate Public Education) concept also considers the possibility that not all students benefit from full inclusion. Some students need a more restrictive, specialized environment. Katsiyannis et al. (2001) discuss the IDEA provision that allows students with disabilities to be removed from general education classes if the nature or severity of their disabilities is such that they cannot receive an appropriate education with support and accommodations in that setting.
