Networks have the potential to be efficient units of engagement for school districts. The top-down structural relationship between districts and schools makes it challenging for district central offices to engage with schools on an individual basis. Despite the fact that there is good evidence that schools benefit from the kind of external facilitation and relationships that districts can provide (Stringfield, 1998), the simple reality is that central office supports (and pressures) are often thinly stretched across the schools in a system—that is, school-based demand exceeds central office supply.
