“You can't get there from here!” This old aphorism captures the challenge of developing institutional capacity to address and cope with cultural differences. The focus of this chapter is on institutions in the largest sense, such as the institution of higher education. Other equivalent institutions in American society include the health system, criminal justice system, governmental system, entertainment system, and finance system. Thus, the focus of this chapter is at a scale higher than the familiar organization—the single financial institution (a bank) or a specific institution of higher learning (a single university or college).
