In the previous two chapters, discussion focused on process development for a comprehensive RTI model with specific emphasis on behavioral components. It is critical to take time to lay the groundwork for implementation. Once that is accomplished, leadership teams may begin developing each tier in order to provide appropriate instruction and support for all students. This also requires teams to lay a strong foundation by examining and strengthening the quality of Tier 1 instruction and behavior management. The effectiveness of subsequent tiers will rely heavily on the quality of Tier 1.
