The past decades have witnessed the growth of tourism as an instrument in the fight against poverty. Various methods have emerged to manage this new cooperation sector. Pro-poor tourism (PPT), developed through British cooperation at the end of the 1990s, is the most widely accepted methodology.

Theoretical Principles

PPT was driven by the Overseas Development Institute (ODI), the International Institute for Environment and Development (IIED), the UK Department for International Development (DFID), and the Centre for Responsible Tourism (CRT). It is considered that the founding text of PPT was the document “Sustainable Tourism and Poverty Elimination,” written by Harold Goodwin at the request of DFID and published in 1998. The text suggests that a drastic reduction of poverty is possible as a result of free market activities.
