The 2013 United Nations Development Programme’s “Human Development Report” identified Russia as a world leader in the energy sector and in the industrialization of basic resources. Russia has one-fifth of the world’s forests, as well as large water spaces and other natural resources. Despite enviable natural resources, the “Human Development Report” also noted that Russia needed to develop a knowledge economy and appropriate technologies to pursue a more sustainable road to development that would help solve some of the Russian Federation’s socioeconomic problems.
