Poverty is widely acknowledged to be a multidimensional concept. The biggest controversies when measuring poverty are related to the method of determining the level of satisfaction of needs considered desirable or the manner of understanding poverty. Poverty may be understood in an absolute or relative way. Defining the category of poverty and determining the methods of its measurement are fundamental for the development of social policy programs aimed at combating poverty and minimizing its effects.
