The concept of revolution in military affairs (RMA) is best approached as a research program that melds academic historical research with defense policy. Academics examine and compare the development and alignment of physical and social technologies, organization, training, and equipping of forces to describe how military forces have exploited tactical and operational advantages over their adversaries and interacted with society at large. Policy makers seek to translate insights about emerging scientific and technological advances into management strategies and plans to affect a military balance or a correlation of forces. As such, the RMA research program encompasses military, political, social, and economic history and social science topics, including dynamics of organizational search and adaptation, decision making and satisficing, epistemology, and methodology for testing hypotheses.
