In 1986, Louisiana passed RS 9. This law specifically prohibits the use of in vitro fertilized embryos for research. Louisiana is the only U.S. state to enact this prohibition.

HB 370 was passed in 1987. This law prohibits the use of all public funding in the state of Louisiana for human cloning, including the use of embryonic stem cell research.
