Higher Education Policy Institute

The Higher Education Policy Institute (HEPI) is the United Kingdom’s only independent think tank devoted exclusively to higher education. It was established to shape the higher education policy debate in the United Kingdom through research-based evidence.

Overview

HEPI was established in Oxford in 2002 by Bahram Bekhradnia, who remained its director until 2013. He was succeeded in post by Nick Hillman. HEPI’s remit is national, covering all four parts of the United Kingdom, and non-partisan. It is a registered charity as well as a company limited by guarantee.
