Substance abuse is a major public health concern in the United States. In fact, the National Institute on Alcohol Abuse and Alcoholism estimates that 10% of the population has a problem with alcohol. In addition, 17.9 million adult Americans are current illicit drug users. Although historically, drug and alcohol abuse has not been seen as an issue that needed to be addressed in the workplace, more recently, this line of thinking has changed because of the negative effects on both the individual and the workplace.
