The Federal Bureau of Investigation (originally the Bureau of Investigation) dates from President Theodore Roosevelt's request that Congress authorize a detective force for the Department of Justice. After failing to overcome fears that the detectives would be political spies, Roosevelt created the Bureau by executive order in 1908.
