Toulemonde is Scientific Director and cofounder of the Centre for European Evaluation Expertise (Eureval-C3E). He provides expertise and advice on evaluation to public organizations at the international, national, and regional levels in many countries. Besides being actively involved in building evaluation capacity in the European Union, he teaches evaluation in several French universities and is an invited speaker at international conferences. He is also a member of the International Evaluation Research Group.
