(b. 1942, New Jersey). Ph.D. Psychology and Statistics, Iowa State University; B.E. Metallurgical Engineering, Stevens Institute of Technology.

Boruch is University Trustee Chair Professor of Education in the Graduate School of Education and of Statistics in the Wharton School of Business at the University of Pennsylvania; Director, Center for Research and Evaluation of Social Policy; and Director, Policy Research, Evaluation and Measurement Program. He serves on the Board of Trustees for the W.T. Grant Foundation; the Board of Directors for the American Institute for Research; and advisory committees for the U.S. Department of Education, National Center on Education Statistics, and other federal agencies.
