Russon is Evaluation Manager with the W. K. Kellogg Foundation. He was a Peace Corps volunteer in Chile and Honduras between 1981 and 1983.

He has worked with many others, both within and outside the American Evaluation Association, to establish the International Organization for Cooperation in Evaluation (IOCE), a loose coalition of 45 regional and national evaluation organizations around the world. He is known within the American Evaluation Association for his establishing the Silent Auction, AEA Travel Grants, and the Book Exchange.
