Owen, John M.

(b. 1943, Bendigo, Australia). Ph.D., Monash University, Australia; M.Ed. University of Melbourne, Australia.

Owen is a Principal Fellow in the Centre for Program Evaluation, Australia. From 1992 to 2002, he was Director of a major evaluation center in Australia. During this time, he supervised the planning and development of an innovative postgraduate teaching program, which is offered online. Interests are in typologies of evaluation approaches that enable policy managers and evaluation practitioners to plan effective evaluations. He has written a major text on evaluation, Program Evaluation: Forms and Approaches.

He undertook a major study of education innovation diffusion for a Ph.D. at Monash University that led to an academic interest in knowledge utilization. This has underpinned his concerns for evaluation that meets the needs of stakeholders.
