Values set forth the beliefs and expected norms that guide how an organization will fulfill its mission and act in a variety of complex situations. For the organization’s members and the public, values provide agencies with a raison d’être, setting forth basic beliefs about how the organization’s work will be carried out. In recent years, values have become a key means by which police agencies convey how they make choices in applying discretion and the standards the organization will live by to their members and the public.
