The creation and delivery of Web-based distance learning modules or courses require a team with skills and expertise that vary regarding subject matter, instructional technology, educational psychology, multimedia development, network and Web administration, communication, marketing, help-desk, administration, and training. The needs of the organization, combined with its goals and budget, dictate the combination of these skills required. However, most development and delivery environments must have representation from each area to be effective and successful.
