Courts, Juvenile, III. Drug Courts
The first adult drug court was developed in Miami, Florida, in 1989 in response to an overburdened justice system following on the heels of the losing “war on drugs.” In an attempt to relieve the overcrowded jails, prisons, and courts, authorities, spearheaded by Judge Herbert M. Klein, developed a new model whereby the goals of the court would “go beyond” traditional expectation of prosecution and punishment. In addition, the new court would tie together the fragmented existence of court, probation, and corrections into a collaborative team. The goals of the courtroom partnership were accountability and treatment.
