Taking the broad historical perspective is often a suggestive strategy for gauging the current state of a field of study. The chapter on ‘Foreign Policy’ in the magisterial eight-volume Handbook of PoliticalScience, published in 1975, is in this regard insightful for at least two reasons. The first is its tone, which is guardedly optimistic about the future of foreign policy analysis despite deep-rooted disagreements within the field regarding both its conceptual boundaries and the most appropriate manner to analyze its substance.
