The Handbook for Child Protection Protection Practice presents a comprehensive and critical portrait of the phenomenon of neglect. Families at risk for child maltreatment are often multi-problem families. The association between child maltreatment and socioeconomic distress (including unemployment, poor housing, and welfare reliance) means that high-risk families are frequently stressed by their living conditions. Child maltreatment is also associated with domestic violence, substance abuse, residential mobility, neighborhood dysfunction, parental emotional problems, and other difficulties. In addition to these life stresses, high-risk families are often socially isolated within their communities, lacking strong relational ties to neighbors, family, friends, coworkers, or others who could provide assistance.
