  • The body of law that flows from and surrounds the actions of administrative agencies that make legislative or substantive regulations, the authority for which has been in essence delegated by the legislature to the executive. These laws have a future effect and adjudicate the compliance of covered entities with the regulations or claims to entitlement to statutorily bestowed benefits. The definition includes the requirement that agencies “keep the public currently informed of their organization, procedures and rules … provide for public participation in the rule making process … prescribe uniform standards for the conduct of formal rule making and adjudicatory proceedings, i.e., proceedings which are required by statute to be made on the record after opportunity for an agency hearing … [and] restate the law ...
