Civilian Review Boards
The first civilian review boards were in New York City (New York Civilian Complaint Review Board [CCRB], 1953) and Philadelphia (Philadelphia Advisory Board, 1958). In the 1970s, many other cities formed review boards, the most influential of which were in Detroit (Board of Police Commissioners), Chicago (Office of Professional Standards), Berkeley (Police Review Commission), and Kansas City (Office of Citizen Complaints). The CCRB is the largest civilian review board in the United States and presides over thousands of complaints annually. The CCRB comprises 13 civilian board members, appointed by the mayor, and is charged with examining and investigating complaints of misconduct lodged by community members against the New York City Police Department (NYPD).
