  • Formally labeled the Independent Commission on the Los Angeles Police Department (LAPD) and chaired by the attorney Warren Christopher before he was the U.S. Secretary of State, the Christopher Commission's purpose was to investigate the LAPD's use of excessive force in minority communities in the aftermath of the Rodney King beating. Rodney King, who was chased by the LAPD for speeding, was beaten severely by four LAPD officers. The Commission examined factors such as use of excessive force, the adequacy of training, recruitment practices, and disciplinary procedures within the LAPD. They found that the LAPD used excessive force without following departmental guidelines and that many of the disciplinary problems and problematic behavior exhibited by officers was attributed to poor management and supervision.
