  • Prisoners who are chained and shackled together to engage in work detail (e.g., cleaning trash from local roads, cleaning public parks, etc.) outside the secure prison structure. Chain gangs were abolished in the 1960s but reappeared in the mid-1990s. Opponents argue that chain gangs are abusive and pose serious physical risks to prisoners.
