  • A law designed to promote the education of students from disadvantaged backgrounds by requiring equal provision of services to students across the academic spectrum. (Its full name is Title I of the Elementary and Secondary Education Act of 1965.) Such services include school facilities, educational testing, well-trained teachers, and curricular materials. Title I also addresses the need for accountability on the part of educators and administrators through a variety of methods ranging from statewide assessment to local-level discretionary powers, mandates federal education funding specifically to promote these goals, and establishes the scope of federal responsibilities as related to their achievement.
