Public Management
A generic term used to describe the issues relating to public service and administration. Similar to private organizations, public organizations must have decision makers, managers, and workers to run them. More important, there must be some sort of measurement to gauge their effectiveness and compliance with legislative mandates and controls.
Unlike the private sector, profit is not the prime motive for public organizations to exist. Serving a public purpose may often be a profitless endeavor. This forces managers to make decisions with a different set of principles in mind than their private sector counterparts. Selection of workers is a prime way to see this difference.
