  • A federally funded program that provides various services to eligible children and their families for the purpose of promoting school readiness. Project Head Start was first developed as a preschool program designed to meet the needs of economically disadvantaged families in 1965, as part of President Johnson's War on Poverty. Head Start was initially sponsored by the Office of Economic Opportunity, transferred to the Office of Child Development in 1969, and is currently a part of the Administration for Children and Families. In 1995, Early Head Start was established to serve children from birth to three years of age, which focuses on healthy development of newborns, infants, and toddlers.
