  • Determination of the extent to which the evaluand (e.g., intervention, program, organization) achieved its goals or objectives. The criteria used in a goals-based evaluation are limited to the goals of the evaluand; process, comparisons, and side effects are generally not considered in this type of evaluation. A goals-based evaluation is most appropriate when goals are clearly defined, measurable, meaningful, and time based; direct human behavior; and are linked to the values of the program or organization.
