U.S. Research Works Act
In 2011, U.S. House of Representatives bill H.R. 3699—known as the “Research Works Act” (RWA)— was introduced by Representative Darrell Issa (R–CA) and Representative Carolyn Maloney (D–NY). The bill sought “to ensure the continued publication and integrity of peer-reviewed research work by the private sector” (H.R. 3699). The RWA was introduced in order to address “open-access policies” that had been adopted by various health organizations, public institutions, state universities, and public libraries. Many of these organizations had established new policies of providing open-access information to the public, which included scholarly work conducted and funded by public institutions (Suber 2008a). The motive behind H.R. 3699 was to prohibit open access for federally funded research and to reverse the National Institutes of Health policy requiring open access. ...
