To eliminate lingering racial segregation in public schools, a wide range of methods, including busing, racial ratios, and rearranging school district lines, can be required. Once a school system achieves “unitary” status or desegregation, courts should no longer interfere with local administration of the schools.
More than a decade after Brown v. Board of Education, many school systems had still not come close to achieving desegregation. Some took the Supreme Court's command to move with “all deliberate speed” as permission to move slowly.
