Developments in urban service research and practice over the past century, or even more recently, cannot be summarized easily. Clearly, however, the intense focus on efficiency in the delivery of urban services that was so prevalent—even dominant—in the research and writings of the first half of the twentieth century dimmed somewhat by midcentury but never receded entirely, as other dimensions of service delivery gained prominence.
