Developments in urban service research and practice over the past century, or even more recently, cannot be summarized easily. Clearly, however, the intense focus on efficiency in the delivery of urban services that was so prevalent—even dominant—in the research and writings of the first half of the twentieth century dimmed somewhat by midcentury but never receded entirely, as other dimensions of service delivery gained prominence. Much of the work on urban services in more recent years has focused on patterns of service delivery and on efforts to improve the quality, responsiveness, and effectiveness, as well as the efficiency, of local government services.1 Urban services are policy outputs in the urban political system.
