The military has historically served as a reliable sponsor of basic and applied research in a broad range of areas. Indeed, the Department of Defense (DOD) supported an almost $80 billion research and development (R&D) program in fiscal year (FY) 2010 (Silver et al., 2012). Furthermore, although a vast majority of this budget was dedicated to weapons systems and related technology development needs, an increasing focus has been paid to the social and behavioral science needs of the military. In FY 2010, approximately $14.7 billion of the overall DOD R&D budget went to behavioral, cognitive, and social science research.
