In this chapter, we will sum up the statistical information and findings presented before and then draw some general policy conclusions on the need for action against crime by the international community. First, the various indices of crime and justice developed throughout the book will be integrated into one composite index of “lawfulness,” which will allow a rapid identification of countries where the degree of lawfulness is comparatively high and of those where it leaves something, or much, to be desired.
