Following the previous government's inception of a voucher scheme to enable the parents of four year olds to access free nursery provision for them, all settings which wished to become recognised for the redeeming of vouchers for cash were expected to undergo inspections of their educational provision. The mixed nature of UK preschool provision has been well described elsewhere (see, for example, David 1993; Pugh 1988).
