Many failures of education reforms and practices can be attributed to poor implementation (Gresham, 1989). When schools adopt new initiatives without fidelity to essential program design features, the results are often discouraging (Kovaleski, Gickling, & Marrow, 1999). Other chapters of this text provide information about design features and how to implement RTI. This chapter focuses on helping schools recognize how consistent and detailed measures of fidelity of implementation support the efficacy of an RTI model. Fidelity of implementation refers to how closely the prescribed procedures of a process are followed. Without fidelity to the process, it is impossible to determine the cause of poor performance, which jeopardizes the effectiveness of the RTI process.
