Introduction
Fires set by children and young people pose a significant public health concern. Whether begun intentionally or unintentionally as a result of juveniles playing with fire (the term fire-setting encompasses both), youth-initiated fires result in considerable injuries, deaths and property damage each year (Hall, 2005a). Estimates from the National Fire Protection Association (NFPA) indicate that, every day, seven people are killed or injured in fires set by juveniles (Hall, 2005a).
