Implementation of a new benefit system
For some considerable time the Amsterdam Municipal Social Services Department has been developing a new benefit system (NBS). Eventually it appeared in the media that the development of this new system had encountered substantial problems. This case study focuses on the events surrounding the implementation of the system. The case shows that both from a technical and from an organizational point of view many things can go wrong when a new system is implemented. It would appear that all the rules of a successful implementation have been violated.
