Spanish humanist Juan Luis Vives proposes the coordination of charitable activities to promote communal and independent study of disadvantaged populations, including people with disabilities. He believes this will encourage rehabilitation for people with disabilities, but similar programs do not materialize until decades later.
1601
Elizabethan Poor Laws are established to aid the deserving poor, orphaned, and crippled. The Act for Relief of the Poor 1601 consolidates prior legislation and funds care by charging a “poor rate” on owners of property. Queen Elizabeth's government also divides the poor into three groups, with the disabled poor placed in the “helpless poor” grouping.
