Problems: Continuing Economic Disparities and Employment Discrimination Despite Changes

In Chapter 1 we provide a broad overview of why the topic of employment and work is an important one for people with disabilities. We discuss the challenges for people with disabilities in finding work in America and trace the evolution of service delivery and employment models for people with disabilities across American public policy history. In this chapter, we examine the problem of continuing economic disparities and employment discrimination, along with the often conflicting and competing incentives to both employers and individuals with disabilities presented in public policy, and explore possible disability employment policy and employer practice solutions to address these challenges.
