After 18 years of Conservative government 1997 saw the election of a Labour government with a large majority in Parliament who were committed to education. The new Prime Minister Tony Blair had responded when asked about his priorities for his new administration by replying ‘education, education, education’. Given the huge parliamentary majority of the Labour government almost any education reform was possible.
