This chapter analyses cultural policy and governance in yet another city that combines rich and diverse cultural production with great inequality of access. In São Paulo, cultural dynamism and inequality are two sides of the same development process. Adopting a cultural democracy perspective, the author reflects on the challenges involved in elaborating cultural policy in this context, which involves multiple actors, strategies and cultural contents. On this basis, she poses some general questions with a view to suggesting guidelines for planning and evaluating cultural policies in São Paulo and similar settings.
