Problems in which the interests of business, government and communities intersect are now everyday occurrences. In some cases, the parties' interests converge because they share a common vision about the future (for example, the Newark Collaboration, a consortium of private and public interests designed to revitalize the City of Newark, New Jersey, see Gray, 1989).
