This chapter seeks to analyse fundamental shifts in the concept of intervention since the end of the Cold War by tracing the political and ideational context through which the normative perception, function and performance of intervention has been transformed. It does this with the view, highlighted in the introductory chapter to this volume, that concept analysis is not so much concerned with changes in formal definitions as with the semantic fields within which a concept operates. Indeed, concepts can maintain their broad definitional “meaning” while being understood very differently in different socio-historical contexts.
